The Reform of Curriculum Ideological and Political Construction of Finance Courses Against the Background of “New Liberal Arts”

1. INTRODUCTION

In April 2019, the Ministry of Education started to comprehensively promote the construction of “new liberal arts”, promote the high-quality development of liberal education in colleges and universities, build a discipline system and discourse system of liberal arts with Chinese characteristics, and promote integration of liberal arts and new scientific and technological revolution. In May 2020, the Ministry of Education issued the “Guidelines for Curriculum Ideological and Political Construction in Colleges and Universities”. In order to comprehensively promote the curriculum ideological and political construction of colleges, the “Guidelines” requires that it is necessary to fully tap the curriculum ideological and political thinking in colleges and universities, focus on improving the ability of college personnel training, give full play to the role of each course in educating people, run ideological and political education through the talent training system, and effectively improve the effectiveness of moral education. Any discipline has its purpose and significance. Finance is the economic basis of all national activities. Without fiscal revenue and expenditure, the government cannot perform its national governance functions. Finance is a comprehensive discipline, which belongs to the cross-disciplines of economics, politics and social management. In terms of content, it contains more ideological and political elements and characteristics, with strong economic, political and social attributes.

To carry out the curriculum ideological and political construction of the finance in combination with the “new liberal arts”, it is suggested to focus on the educational basis of what kind of people to be cultivated, how to cultivate people, and cultivating people for whom, adheres to the position that finance is the economic pillar of national governance, deeply tap the ideological and political elements naturally contained in the finance major and organically integrate them into the course teaching and practical teaching, and integrate the ideological and political work system into talent training, pay attention to the cultivation of students' patriotic feelings and family and country feelings, and integrate values into the teaching of knowledge and the cultivation of ability. In the daily teaching process, how do the teachers make good use of the main channel of classroom teaching to integrate and infiltrate the curriculum content and ideological and political thoughts? This is a question that every teacher of finance major should think about. In order to better integrate morality into teaching, it is necessary to organically combine teaching and education theoretically, making up for the shortcomings in the current research field of ideological and political construction of this major.

2. LITERATURE REVIEW

The discipline of “new liberal arts” represents the innovative development of liberal education, which cultivates liberal talents who know China, love China and can take the great task of national rejuvenation in the new era. In combination with the construction of “new liberal arts”, the key to carrying out the reform of curriculum ideological and political education of finance is to base on China's national conditions, excavate ideological and political elements contained in the course, foster character and civic virtue, and cultivate qualified socialist builders and successors. Many scholars and teachers have studied this issue.

As for the construction of “new liberal arts”, Ma Xiao (2021) and others analyzed the main problems affecting and restricting the construction of “new liberal arts”, and put forward ideas and measures to promote the construction of “new liberal arts” [1]. Cui Yanqiang (2021) analyzed the “new” of the “new liberal arts”, and explored the new direction of the liberal arts major, new innovative talent training model of the “new liberal arts” and other contents [2]. Mao Xiaoying (2021) believed that the main task of the curriculum ideological and political construction of the finance should be carried out in combination with the construction of the “new liberal arts”, the professional attributes and training objectives of the finance course should be repositioned, and the teaching mode of the finance course should be reformed and optimized from both theoretical and practical aspects [3].

As far as the focus and practice path of curriculum ideological and political construction of finance, Fan Liming (2020) believed that strengthening national education, strengthening the awareness of the rule of law, cultivating public awareness, and cultivating the concept of a community of shared future for mankind should be regarded as the four key issues of curriculum ideological and political construction of finance [4]. Xiao Jin (2020) believed that the ideological and political elements should be imperceptibly embedded in the teaching process from four perspectives of focusing on the cultivation of public spirit, subject consciousness, public service consciousness, political identity, family and country feelings, and the spirit of rule of law [5]. Qian Weidong (2020) believed that the four steps of “clear positioning – building platform – building mechanism – forming system” should be adopted to build the curriculum ideological and political education of the finance, laying a solid foundation for the simultaneous improvement of students' professional knowledge and ideological and political level [6].

In terms of case design of curriculum ideological and political construction of finance, Chen Jiling (2020) believed that classroom cases should be selected according to the three standards of comparability, experience and segmentation, and the ideological and political education theme should be extracted [7].

3. SIGNIFICANCE OF CURRICULUM IDEOLOGICAL AND POLITICAL CONSTRUCTION OF FINANCE

3.1. Promoting the Construction of “New Liberal Arts”

The construction of “new liberal arts” must be based on the development of the times, and it is suggested to establish a research system of liberal arts education with global vision and Chinese characteristics from a higher perspective. At present, the world is in a period of major changes and adjustments. The world is becoming more multipolar and culturally diverse. The global governance system and the balance of forces are also undergoing changes. As a peace-loving world power, China's international status is advancing with each passing day. It is suggested to build a discourse power system consistent with the international status, build a “new liberal arts” that can generate Chinese thoughts, elaborate China's propositions, and put forward China's plans, and build a “new liberal arts” from a global perspective and on the world stage. Humanities attribute is the essential attribute of “new liberal arts”. All disciplines are inseparable from the understanding and thinking of the changing “human concept”, “human cultivation” and other issues, and the construction of finance is no exception. The characteristics of the discipline determine that finance is at the forefront and bridgehead of the construction of the “new liberal arts” and is an important field of the construction of the curriculum ideological and political system.

3.2. Forming a Cooperative Education Effect

In addition, it is suggested to continue to give full play to the role of the classroom as the main channel and the curriculum as the main handle, and the same direction and frequency resonance between the ideological and political curriculum and the curriculum ideology and politics will be realized, forming a cooperative education effect.

The ideological and political course is specially offered for students, including a series of special courses such as “Ideological and Moral Cultivation”, “Introduction to Mao Zedong Thought and the Theoretical System of Socialism with Chinese Characteristics” and “Situation and Policy”. The curriculum ideology and politics is not a specific course, but a teaching system, including teaching objectives, teaching contents and teaching methods of ideological and political thoughts and ideological and political education concepts. The curriculum ideology and politics enables the ideological and political channel to realize the transformation from a “single curriculum” to a “full curriculum”, covering various general education courses, professional courses, practical courses, etc. in colleges and universities, effectively expanding the ideological and political education platform.

And then, ideological and political theory courses and professional courses go hand in hand, and they carry ideological and political education, which is embedded in them. In the course of finance teaching, it is suggested to use the classroom as main channel to integrate ideological and political education elements into the teaching in the form of cases or classroom discussions, innovate the curriculum discourse system, build the overall framework of “curriculum ideology and politics of finance”, and strive to achieve implicit integration of ideological and political education into the construction of the professional finance curriculum. Through the construction of case teaching method and collaborative innovation mode, a platform for the construction of ideological and political courses of finance specialty is built, so that professional education and ideological and political education can work together to form a joint force effect and improve the ideological and political level of teachers and students.

3.3. Further Making Up for the Deficiencies in the Current Ideological and Political Teaching of Finance

The ideological and political education framework in China has been preliminarily established after more than two years of construction. Next, it is necessary to increase the related curriculum ideological and political content of various majors, fully tap the ideological and political ideas, keep pace with the times and life, and improve the effectiveness of education. The excavation of ideological and political elements is the key point of the ideological and political reform of the curriculum, which tests teachers' ability to grasp and innovate ideological and political ideas. At present, it is difficult for some teachers to correctly and fully tap the ideological and political elements in textbooks and cases, or to organically integrate ideological and political content into the knowledge system, which leads to the fact that cases are disconnected from teaching content.

In order to realize the effective integration of the ideological and political thought and teaching content of finance, it is required to deeply understand the connotation and characteristics of the professional curriculum, adhere to the effective excavation principle, and effectively combine the teaching content with the ideological and political elements on the basis of understanding and grasping the social hot spots. For example, since China faced sudden public health events in January 2020, the adjustment of fiscal policy and the reform and improvement of the fiscal and taxation system have played a guiding and safeguarding role. Such cases enable students to understand the coordinating role of the government in economic and social operations in the face of major health emergencies from the perspective of finance, deeply understand and analyze the role and significance of fiscal and monetary policy implementation, and deeply understand China's responsibility. In this way, students' patriotism and social responsibility will be stimulated.

4. PATH TO REALIZE THE CURRICULUM IDEOLOGICAL AND POLITICAL CONSTRUCTION OF FINANCE

The curriculum content of the finance course involves many ideological and political elements, and the teaching content is of rich political, social and moral attributes. However, the absence of ideological and political education in teaching finance leads to the functional disjunction of the ideological and political education. Next, attention should be paid to change the current situation that ideological and political education has less connection with professional content, build a mechanism to ensure the effective implementation of the coordinated education of finance and ideological and political courses, and institutionalize and normalize the ideological and political teaching model.

4.1. Re-Examination of the Professional Attributes of the Finance Course

The finance course is an interdisciplinary course of economics, politics, social management and other disciplines. It integrates ideological and political elements into talent training, strengthens students' education on national conditions, enhances their awareness of the rule of law, cultivates public awareness and concepts of a community with a shared future for mankind, and guides students to understand the content of China's “big country finance” construction and responsibility of the world.

Finance is the pillar of the government's economic governance. In public affairs, fiscal policies and tax systems play an important role in guiding and ensuring the normal operation of society. Taking COVID-19 in 2020 as example, the role of government and finance in the fight without gunpowder smoke is what students of finance majors need to understand and master. First of all, students need to know how the government organizes forces from all walks of life to fight against the epidemic, understand the responsibility of finance in it, and the subsequent stimulus to the economy and consumption. Secondly, the epidemic is also a very good case of ideological and political education. When the people of the country are concerned about public issues from a public perspective, students, as members of the society, are also involved in it. They understand the significance of individuals for the collective, and know that only when they unite, have a public awareness and a sense of community with a shared future for mankind, can this fight lead to victory.

4.2. Making a Good Plan to Transform the Ideological and Political Curriculum Into the Curriculum Ideology and Politics

From the selection of teaching materials to the revision of training programs, from discipline construction to teaching management, the reasonable integration of limited resources will be achieved, and the goal of curriculum ideological and political construction can be realized. General Secretary Xi Jinping stressed in the National Conference on Ideological and Political Work in Colleges and Universities that “ideological and political work should be carried out throughout the whole process of education and teaching” and the teaching of professional courses, that is, to make good use of the main channel of classroom teaching, to open up the construction of curriculum ideology and politics, and to promote the organic integration of professional courses and ideological and political education.

On the premise of the construction of “new liberal arts”, the ideological and political teaching objectives of the finance course should be completed as follows. First, in the training of students, it is necessary to focus on the cultivation of professional ethics and norms of governing and benefiting the people, and the teaching design integrating knowledge, ability and values; second, it is necessary to effectively play the main channel function of classroom teaching, plan the teaching strategy of each class, explain the financial ethics at home and abroad, and focus on strengthening students' ideals and beliefs and cultivating patriotism in the imperceptible influence; third, in view of the new characteristics of college students who are “Internet natives”, attention should be paid to carry out blended teaching based on modern information technology and adopt teaching methods that are more acceptable to students.

4.3. Doing a Good Job in Curriculum Setting and Strengthening Education Guidance

Professional courses are the basic carrier of curriculum ideological and political construction. In the process of classroom teaching, teachers should refine the spiritual connotation and ideological value contained in professional knowledge, and integrate the refined ideological and political elements into the classroom in the way of case teaching, in order to make the teaching of professional courses more extensive, thick and warm. In classroom teaching, teachers should pay attention to the revision of the syllabus and teaching content, integrate socialist core values into classroom teaching, reject simple and crude moral education, and obtain students' emotional recognition in a silent way. More effective teaching cases can be used to explore the ideological and political ideas contained in the cases. For example, the policy of reducing taxes and fees implemented by the state shows the determination of the state to reduce the burden on enterprises and improve people's livelihood, and it is necessary to integrate socialist core values into case teaching.

In addition, it is suggested to optimize the supply of curriculum ideological and political content in daily teaching. With the help of “Red Culture Research Center in eastern Shandong” of Shandong Technology and Business University, colleges and universities must expand the form of course content supply, strengthen the education of realistic national conditions and Chinese history, stimulate students' strong patriotism and sense of responsibility, and enhance public responsibility and public management ability. With the help of the second classroom, teachers can deepen in the form of finance and tax lectures, optimize the teaching mode, integrate the finance and tax thoughts related to traditional culture into daily learning through Shangxin Class, Finance and Quotient Lecture, cultivate students' correct national governance thoughts and wealth outlook, achieve the unity of knowledge transmission and value shaping, and improve the ideological and political curriculum and the ideological and curriculum political collaborative education system.

4.4. Reform and Optimization of the Teaching Mode of Finance

In the training of student talents, it is necessary to focus on the cultivation of the professional ethics and norms of governing and benefiting the people, and explain the Chinese and foreign financial ethics. The correct world outlook, outlook on life and values are shaped in the process of knowledge teaching and ability cultivation. In addition, teachers can help students understand the national financial strategy, guide students to pay attention to social reality and improve their comprehensive quality. At the same time, it is suggested to further optimize the case teaching method of ideological and political education, design a large number of teaching cases of curriculum ideology and politics, and lead students to further realize that finance is the foundation and important pillar of national governance through the case of integrating ideological and political ideas. The important role of finance in governing the country has a positive educational role in cultivating students' rigorous behavior, responsibility and family and country feelings. Online learning and discussion can be appropriately added to promote the theme.

4.5. Further Improving the Ideological and Political Awareness of Teachers

In the process of curriculum ideological and political reform, teachers play a leading role. However, for a long time, due to various factors, there are few opportunities for communication between the two teams of finance teachers and ideological and political theory teachers, and there is a lack of effective communication platform. Therefore, universities should promote effective dialogue between teachers of finance and ideological and political courses, build a platform for curriculum ideological and political construction, and strengthen the integration and exchange of the two teams to form a “main force” of curriculum ideological and political construction.

Through the collaborative innovation mode, ideological and political teachers should form a pair with ordinary teachers to achieve the resource integration and effective communication, improve the ideological and political level of teachers, and ensure the implementation of the curriculum ideological and political construction. With the help of the “Research Center for Curriculum Ideology and Politics” of Shandong Technology and Business University, it is required to make full use of the teaching resources of ideological and political education. On the basis of giving play to the leading and radiating role of ideological and political courses, the teachers of ideological and political courses and the backbone teachers of ideological and political courses will connect with each teaching unit to implement the curriculum ideological and political construction. The combination of knowledge teaching and value shaping aims to cultivate qualified talents required by the society. Every teacher should adhere to the principle of fostering character and civic virtue, and run it throughout the whole teaching process.

5. CONCLUSION

Finance is the economic basis for the government to perform its national governance functions. The course of finance itself contains rich ideological and political elements and thoughts. Construction of “new liberal arts” is related to the overall situation of cultivating talents needed by today's and future society, and is an important starting point for carrying forward the excellent traditional culture of the Chinese nation. The ideological and political education throughout the curriculum is conducive to improving students' standing height and vision, and to strengthening students' ideals and beliefs. Integration of finance into ideological and political education can promote the construction of “new liberal arts”, form a cooperative educational effect, and make up for the deficiencies in curriculum ideological and political education of finance at present. To achieve the organic integration of finance teaching and ideological and political education, it is necessary to optimize the professional attributes, professional settings, teaching objectives, teaching content and other aspects, transform the simple professional teaching into a teaching mode combining professional education and ideological and political education, strengthen the construction of teachers, and cultivate talents of new liberal arts with high ideological and moral cultivation and full professional knowledge required by the times.
